Background

Sipu International is partner in a consortium together with Helvetas tendering for the project “Technical Assistance to GEDEFOR, 2010 – 20102”. The project is supporting the lead sector institution for forests in Mali in decentralising forest management to a limited number of local governments. The project will also prepare for a sector budget support as a financial mechanism I n a possible second phase. The project is funded by the Swedish International Development Cooperation Agency – Sida.

Duties

• Support the set-up of GEDEFOR system for planning, monitoring and evaluation. The system should be aligned with other DNCN and relevant national systems;
• Design the GEDEFOR outcome and impact assessment ; The system should be aligned with other DNCN and relevant national systems;
• Design an operational planning and financial system for the program including formats and different levels including PMU, DNCN, regional DNCNs, Steering Committee and the donor thematic group : The format should be aligned with other DNCN and relevant national formats;
• Design an operational activity and financial reporting program for GEDEFOR, including reporting formats at different levels including PMU, DNCN, regional DNCNs, Steering Committee and the donor thematic group : The format should be aligned with other DNCN and relevant national formats;
• Define the scope and the methods for baseline studies and the impact assessment tools in collaboration with the Research systems and SIFOR;
• Design the GEDEFOR monitoring system; how PMU should report on activities and results achieved;
• Support to the elaboration of procedure manuals on the subject;

• Monitoring and evaluation of the framework put in place.

Specialist in monitoring and evaluation of development cooperation programs.

Key Qualifications and required skills

·         Professional experience in developing planning, monitoring and evaluation and communication (information systems management) of complex development programs

·         Professional experience in monitoring and evaluation of development projects /programs

·         Professional experience from using accounting systems in relation to financial management, in planning and reporting;

·         Practical experience of working with participatory methods;

·         Full professional proficiency in French and English
